Abstract

Program Pengelolaan Penyakit Kronis (Prolanis) merupakan intervensi strategis dalam sistem Jaminan Kesehatan Nasional (JKN) yang bertujuan meningkatkan kualitas hidup pasien dengan penyakit tidak menular, khususnya diabetes melitus dan hipertensi. Studi ini bertujuan untuk menganalisis efektivitas, faktor determinan, serta tantangan implementasi Prolanis di Indonesia melalui pendekatan studi pustaka. Metode yang digunakan adalah tinjauan literatur naratif terhadap artikel ilmiah, kebijakan, dan laporan institusi yang relevan dalam rentang 2014–2024. Hasil kajian menunjukkan bahwa Prolanis berkontribusi terhadap peningkatan kepatuhan kontrol, perbaikan parameter klinis, dan efisiensi biaya kesehatan. Namun demikian, implementasi program masih menghadapi berbagai kendala seperti rendahnya partisipasi peserta, keterbatasan sumber daya di fasilitas kesehatan tingkat pertama (FKTP), serta lemahnya sistem monitoring dan evaluasi. Evaluasi kritis terhadap literatur menunjukkan adanya keterbatasan metodologis, kurangnya penelitian longitudinal, serta minimnya pendekatan interdisipliner. Oleh karena itu, dibutuhkan strategi penguatan berbasis sistem, termasuk integrasi teknologi digital, peningkatan kapasitas tenaga kesehatan, serta penguatan regulasi dan pengawasan program.
